Scenario tried with the simulator:

Used INetwork_Start() to explicitly bring up the network (ppp connection). I have confirmed that the network is open by monitoring the network events. Also I have the TAPI emulation window open in parallel.

Once the device gets IP address assigned, I am seeing an outgoing packet call in TAPI Emulation window (not originated by my application) for 19 seconds then the network goes into sleep mode. If the network gets into open state subsequently then again I see the same packet call in TAPI simulation window for 19 seconds.

I would like to try making an incoming call when the network is in open state. It looks like I can't make this call with TAPI emulation because of the packet call.

Any idea how to make an incoming call during this scenario with the simulator?

Unless and until the device supports both VOICE and DATA simultaneously, you can't do that. So check you simulator device pack if it has such thing.
In India[In US and Europe ?????] there is no device that support VOICE and DATA both at a time. To make a voice call atleast the data traffic should be in closed state i.e In Dromancy state(Which is by default 30Sec, if you want you can change this value).
When I changed the default 30Sec to 5sec, still it takes 19Sec to go to Dromancy mode, I didn't get success to set it below 19seconds.

At least I heard EVDO rel 0 networks support simultaneous voice and data but not sure about rev A. One of the Qualcomm presentation slides claim that EVDO rev A network supports simultaneous voice & data.
Of course I am not sure whether there is any EVDO rev A handset or any other handset that supports simultaneous voice & data is available in the market. In fact I was looking for handsets that support DoS (Data Over Signalling, EVDO rev A feature) but its hard to get the device spec for these kind of details out on the internet.

EVDO Rev A does not support simultaneous voice and data. It does support receiving incoming call notifications while a data connection is up, and the phone can then suspend the data connection while the voice call is answered.

Is it operator controlled feature? Is this feature enabled by default?
Is there any particular hand set available in India/other markets?
Is this feature supported in EVDO- REV-A? Do you know which API supports this in BREW?

" allows the handset to exchange initial call set up messages before a traffic connection is established.
This enables the call set up time to be reduced by as much as 800 msec.
Without DoS, Push-to-Talk users would experience significant
and unacceptable push-to-beep delay. " ISocket_SendTo with urgent option can be used.

Is it due to the limitation with the chip in handset or the EVDO Rev A standards itself does not support simultaneous voice & Data?
