How to disable uninstall option from appmgr

We have an application preloaded on a handset. However from appmgr this application can still be uninstalled.

We would like to have the uninstall option disabled in appmgr for our application. The question here is: is this controlled by OEM, or is it somehow specified when the application is counter-signed by Qualcomm? Just trying to figure out whom we should be talking to...

Only applications identified by the carrier are allowed to disable the delete option and the OEM must support this capability through App Manager.
This is something you need to talk to carrier.

If the Carrier approves, what does the application need to do to affect the undeleteable state? Is there an identified MIF property that needs to be set/unset? Or is this something controlled completely by OEM?
