you require tools (brew app loader) to load ur app thru data cable and test sign file for the device u gona chip appl, to achieve these u shuld get an extranet username and password, only be provided by qualcomm if ur become authenticated member by paying some $ to them to purchase verisign certificate

Note that all things on the Brew site doesn't need authenticated developer. BTW, here is how to get authenticated:

i believe i did what i have been told
1. i purchased verisign certificat
2. i have an extranet username and password
3. i am done with nstl
now, i am still a bit lost.
1, how do i compile my app? it seems that i have to use a special compiler and there are three from which i need to choose. RealView, GNU compiler and Elf2mod. Which one is the right one?
2. I have a lg voyager that i got from verizon. do i need to do anything so that i can load my app on it? is this "12. Q: How can I get my device test enabled, re-flashed, or my software upgraded?" related?
Can anybody help?

Try cableloading the app on LG phone you have. If you have any issues, post it here.
see device primer on links below to get nmore idea on loading app onto device.
Details on App development, device compilation, testing,Brew devices:
https://brewx.qualcomm.com/brew/sdk/download.jsp?page=dx/en/brew31
You can use any one of the ARM or GNU. Elf2Mod is not a compiler, it is an utility to convert ARM Executable and Linking Format (ELF) files to BREW module files.
Install Elf2Mod and refer documentation. It is pretty good.

You can get the device reflashed by Qualcomm: Raise a Hnadset request in customer support portal and ship the handsets to Qualcomm office. Below are more details:
