Samsung Convoy2 SCH-U660 Could not locate the required BREW directories on the specified device

When I try to connect to the Convoy 2 via the Loader application, I get the following error message:

Error - Could not locate required BREW directories on the specified device.  Please verify the specified BREW version.

I was able to connect to this phone previously, but have done a phone restore since then, and haven't been able to connect since.

This is a brew 3.1.5 device.  According to the guide, it shouldn't need developer mode enablement but instead use test signatures.  I also tried using the BTIL client installer with no success; it says "Error while communicating try again".  I found two hidden menus in the phone, you can go to settings->phone info then press either * or # then enter 000000.  However, none of these settings seem to help.

you may need to get your device reflashed by sending it to Qualcomm Brew dev lab.

Does anyone know how I can find information about if I need to send this phone to Qualcomm and how I would go about doing that?

Before I send the phone through the mail, are we sure that this is the issue?  They say they got this phone directly from a Verizon store, and it didn't need any special flashing.  Since my original post I've replaced the phone with a brand new unit from Verizon and it has the same problem.  Does the Convoy 2 normally need special flashing before it can be used to load test apps?

It appears that the firmware version you have on your Convoy 2 has the EFS locked.  We'll reflash it with the firmware that will allow you to connect to loader.  We've seen this issue on the Samsung Convoy 2 devices before and we're confident that a re-flash will allow you to connect to loader.

Thanks John, the reflashing worked like a charm.
