Time is controlled by the network. For the same reason, you cannot change time on the device using the native UI.

As far as I know, you can not modify system time in CDMA mode because it is controled by network,but in GSM mode, you can modify by yourself.

As far as WCDMA/UMTS is concerned, there is an option on the device on whether or not you want network time. However, the BREW layer should take care of synchronizing time and this will be transparent to developers.
