Go in BREW_FORUMS > GNU - ARM compilers you will see the steps there.
Generally you should have a signature file(created with the MEID/IMEI/ESN from the target device),MOD,MIF and BAR(optional if no resource) which will be put on the device.
Read through the forum provided above and if any confusion post your query there only(u will get answers fast there).

First of all - for putting the applications on the device you use QUALCOMM BREW APPLoader to put the application on the device. See the API help for the steps to put the application on the device.
You will be able to see the directory structure then.

Hi Akshay,
Thanks for your reply. Do we need to send the device to Qualcomm for test enabling the device? Since the device is Brew 3.1.5 version, can we install the application directly?
regards,
Suresh.

Hi Suresh
Although its written in the documentation that all BREW 3.x devices are by defalut test bit enabled - you can still get it confirmed by checking with the qualcomm people(if on porting the application on the device, nothing is showing up).
I also had a device of the same version but on checking with the qualcomm people found out tat it was not(test bit enabled) and had to enable it.
You can check the following link - http://brewforums.qualcomm.com/showthread.php?t=20381&highlight=9100
if you have the LG device for the procedure tat you can follow.
Also check in the foums - people have given various options related to test bit enabling, it might help you.

Hi Akshay,
Thanks for the quick reply. Do we need to send the device to Qualcomm or is there any way to test bit enable the device?

if ur pretty sure that the device is not test bit enabled(against docs for 3x), i believe the only way is to send it to qualcomm.(may be bombay)
