I'm trying to port my application (published already for some smartphones) to low-end BREW handsets. It sounds like, quite expensive for individual developers like me to develop and distribute BREW apps.

I need to budget development cost before jumping into this new world, but the cost model is not straightforward. My understanding so far,

1. $400 for VeriSign certification
2. $1500+ for ARM compiler. Do I need this for distribution?
3. $500+ for full testing (I expect, this charge is per testing. Is fail-and-retest quite common? how much should I expect in average?)
4. I understand that Verizon will test again, and they charge for that. How much should I expect for this one? Is this per target device? Should I start with a small number of devices first?

Did I miss anything here?
I'll appreciate any input or advice.

as far as i know :
$400 for VeriSign certification
~2000$ ARM compiler or you could use a free compiler ;)
~1000$ for head of the family and ~500 for the rest of the phones that are in that family. If the head fails you'll pay ~500 for the head of the family retesting, if it's canceled ( you've forgot to put pictures in mif, other minor things ) ~250$ to test it again.
the minimum cost to test the first phone ~( $400 + 1000$ ).
