What's a good average frames per second for a cellphone game? I mean, what should I be shooting for? My current engine gets around 17 frames per second rendering two tile maps (not using the BREW tilemap API, in fact... a lot of the stuff I've done is custom) each moving at a different speed (paralex scrolling) along with an animated sprite, and some font (again, custom fonts... not using IFont) rendering. Should i be looking for more?

Well, by not drawing my buffer to the screen using BitBlt, and using MEMCPY instead... i was able to increase performance dramatically. By about 9fps or so. I'm thinking about ditching the IBitmap interface all together and rolling my own stuff for all of it... BREW Apis are slow and not consistent across devices.

Just another update here. I wrote a wrapper class for IBitmap and IDIB (A single class that handles both), and was able to increase fps by 10... to 31-32fps.
