I'm trying to implement a GPRS connection that I can control the opening and closing. So far I have:

/* Set the UTMS profile */
SetUMTSProfile(pMe,2);
/* Set the UTMS profile */
GetUMTSProfile(pMe,2);
sLResultNetwork = INetwork_SelectNetworkEx(pMe->piNetwork, AEE_NETWORK_UMTS(2), AEE_AF_INET);
nProfile = ListProfiles(pMe);
if(nProfile <= 0){
     //UMTS profile didn't found

/* Callback function: State */
sLResultNetwork = INetwork_OnEvent(pMe->piNetwork, NETWORK_EVENT_STATE, NetworkOnEvent, pUser, TRUE);
sLResultNetwork = INetwork_Start(pMe->piNetwork);
if(AEE_NET_WOULDBLOCK == sLResultNetwork){

//A transaction of bringing up the network connection is an asynchronous operation. Therefor register a callback
    CALLBACK_Cancel(&pMe->NetworkCallback);
    CALLBACK_Init(&pMe->NetworkCallback, (PFNNOTIFY)NetworkCB, pMe);
    INetwork_AddRetryCB(pMe->piNetwork, &pMe->NetworkCallback);
    return;

but the connection doesn't establish. Try setting it up, but  remains inactive.

How could I do it?Best regards,

check whether the profile you are selecting i.e. AEE_NETWORK_UMTS(2) is working with native browser.

which device is that? check the settings, there should be an option to select a default PDP Profile/APN for usage of Applications. there may also be an option to select one for the browser.
if so select the pdp profile you crated as default and/or for browser usage & run browser & try to open a url in it.

I´m using an automotive wireless module (AR855x) with a Qualcomm chipset, I have only the application to set the profile and establish the connection.

Will this code help establish a data call?  Right now my IP address is 0.0.0.0 when I turn the module on.

yes. if its a GSM/UMTS device. select a APN/Profile, bind the socket then get the IP Address.
