We got a device that has a MEID instead of ESN and I'd like to create a test signature for it, but all I have is decimal MEID written like this:

2684354560
00007088

The hex MEID printed on the back looks like A0000000001BB0 (only 14 digits).

I tried to generate MEID (which requires 15 digits) by adding a leading zero in front of hex MEID I have, but it seems that this is not working, device reports invalid signature when I try to run the application.

How do I get a correct 15-digit MEID from those numbers?

Hmmmm, actually, I figured out that correct MEID SHOULD be 14-digit, it's just Qualcomm's test signature generator requires 15 digits for some reason. Is this a generator bug?

I agree with you. I have similar problems. I have read through a lot of documents about MEID and the HEX MEID is only 14 digits. Somehow the Qualcomm's Signature file generation needs to be 15 digits.

A document on MEID says
First 8 digits form the Manufacture's code.
Next 6 digits form the Serial #
The last digit (0 to 9) is the check digit.
So it is actually 15. If your device has only 14 HEX MEID. Try suffixing the last digit with (0 to 9) and generate the signature file fron Qualcomm. It just worked for me!
