Is there any way that to create a bitmap using encoded bytes (which was the out put of HHD Hex Editor ) like image.createimage() in J2ME.

You have to decode the bytes and then using IBitmap/IDIB interface you can create the bitmap.

If the bitmap is encoded, it needs to be decoded to plain windows bitmap format. Now use IDisplay_CreateDIBitmap, to create a bitmap of specified size. From the IBitmap acquire IDIB pointer. Now use IDIB->pBmp pointer to copy the bitmap pixels.
