IResFile_GetNamed() allows you to load resources from a BAR file using a hierarchical name ("foo.bar.baz") instead of a resource ID. This seems very useful, but the only way I can find to create a resource file with named resources is the theme compiler, which only produces theme resource files. Is there some way to create resource files with named resources? And if there isn't, can you guys make one available?

No, there isn't any other means of creating named resources in a resource file. This is something that has been considered before, but there currently aren't any plans to implement support for this. We may revisit this in the future though.
