In another programming life I wrote plugins for premiere and
did work on video codecs. I've done some video editing in
premiere and other than the quirky interface (lots of non standard windows
stuff) I found it did the job. We still use it here on occasion for
video work.
One of the issues with translating compressed video from one format
to another is that often, in doing so, the conversion process will
decompress and recompress resulting in a loss of quality.
So it is always better to start with the raw video and compress to the
correct format. There are also pre-filters than can often reduce
data in the raw format that leads to a better end result (this kind of
filter is what I wrote as a plug in back in the early 90's).
