We are trying to port an enterprise application that needs to be in the foreground as much as possible. If one makes a call or uses 2-way our current app requests the foreground after 5 minutes of being suspended. Is this possible in Brew? I've gone through the API's and haven't seen anything screaming out at me that this is the API I need. Thanks.

 

btw the devices we are currently working with are using brew 3.1.5, hopefully it's available in that version.

yes it may be possible on 3.1.5.
see API ref (3.1.5) docs for AEECLSID_PHONENOTIFIER. an App may register for various voice/data call status & TAPI status changes using this class of notifiers.
A good example of usage/implimentation details for above is given in api ref under Use Case Scenarios -> ITelephone - Accessing an incoming call.
 
Once the App gets notified, it may do some operations to start after some time using ISHELL_SetAlarm()- (see api ref for details). And thereafter on alarm notification, use ISHELL_StartApplet() to come to foreground.
