I am unable to get the Free development environment to compile. I performed the following tsaks on a Windows 7 machine.

1) Performed the installations as defined in the Brew MP SDK rev 7.10.10 section titled "Setup for C/C++ Environment Command-line (No IDE)"
2) From the SDK Manager I installed the Sample Code to "c:\SampleCode". NOTE: I installed all 4 components listed.
3) I started executing the steps shown in the "Command-Line Primer"

When I try to execute the section for "Building the application for Win32 - Simulator" I get the following:
c:\SampleCode\c_basicapp>cs-make SHELL=cmd
cs-make: *** No targets specified and no makefile found. Stop.

When I try to execute the section "Building the application for the RVCT22arm9 platform - device" I get:
c:\SampleCode\c_basicapp>cs-make.exe V=armgcc_Debug SHELL=cmd install MIF_INSTALL_DIR=../ MOD_INSTALL_DIR=../
cs-make.exe: *** No rule to make target `install'. Stop.

When I was completing thesection that said "1. In a command-prompt, go to the %VS90COMNTOOLS% directory and run vsvars32.bat to set
VCINSTALLDIR and other environment variables needed by Visual Studio Express", It did not seem that %VS90COMNTOOLS% was defined,
but I do have a VS100COMMONTOOLS defined.
I ended up going to the dir that conatined vsvars32.bat and executing as follows:
C:\Program Files (x86)\Microsoft Visual Studio 10.0\Common7\Tools>vsvars32.bat
Setting environment for using Microsoft Visual Studio 2010 x86 tools.

Which showed:
c:\SampleCode\c_basicapp>set VCINSTALLDIR
VCINSTALLDIR=C:\Program Files (x86)\Microsoft Visual Studio 10.0\VC\

Curriously, when I look at the path in the system settings->environment variable it shows the Sourcery stuff as being first in the list.

Key concept here to remember that building in Microsoft Visual Studio requires the Professional edition and not the Express. Visual Studio Express versions do not support extensibility, which is required by the Brew MP Visual Studio Plugin. If you wish to use the Code Sourcery compiler, that is available as a free download with Sourcery G++ Lite Edition (link found on the SDK download page). Procedure for a free, minimal Brew MP C/C++ development environment strictly from the command-line with no IDE on Microsoft Windows XP, Windows Vista, and Windows 7:
Prerequisites:
Adobe Flash Player 10 ActiveX (or newer). Only required if using the Brew MP Simulator during development. Important: download and install the Adobe Flash Player using Internet Explorer browser for ActiveX version.
Microsoft Visual Studio 2010 Express. This is only required for the C/C++ compiler that comes with this free Express version.
Note: Visual Studio Express versions do not support the Brew MP Visual Studio Plugin.
Installation Procedure - Windows Administrator privileges are required. For best results, follow the steps in the order specified:
1.Download & install Sourcery G++ Lite Edition. This includes GNU tools for building applications, a CodeSourcery ARM compiler, and GDB.
2.Download & install Brew MP SDK. Note the following third-party installers will automatically be run:
- Microsoft .NET Framework 4.0 (or newer)
- Microsoft Visual C++ 2008 Redistribution Package (x32)
- Microsoft Visual C++ 2010 Redistribution Package (x32)
3.To optionally install more platforms, see Setup for additional Brew MP Platform section.
I then followed the steps outlined in the document entitled "Command-Line Primer".
It is my understanding that following these instructions and document should have allowed me to compile, package, and run the BREW app on a device without the need for any "paid" tools. If this is not the case, is there a way to develop BREW MP without purchasing SW?

Can you please try adding -f .mak to your commands?
i.e.
cs-make -f c_basicapp.mak SHELL=cmd
We recently renamed makefile to .mak to support multi-module projects. I'll put a request to have the Command-line Primer updated for future reference.

That seemed to work for the simulator. At least it compiled successfully, but I have not run the simulator yet.
However, for the device compile I now get the following error:

Can you please check your samplecode folder to see if you have any files named cs-make or cs-make.exe? If so please delete them and try your build command again as Administrator.

Braintrix: OK, I see what's going on with your scenario. I will investigate your issue, and I will also get the Developer Primer updated to add the -f option.
Patrick: Not sure what's causing your error. The cs-make step should work. Can you try to do a clean and rebuild? Then post the entirebuild  output including the command used to do the cs-make. Also make sure that you run the vcvars32.bat file in the same command window where you run the cs-make command.
The Visual Studio (non Express version) and Eclipse provide more features as we are able to do a lot more in plugins. But, the fact that you can't build the c_basicapp sample may indicate that something's different in your environment.
