Does somebody know how to decode this BRWE directed SMS message.
This is supposed to be in UTF-8 and should translate to "Test". But the browser is not showing it correctly. So I guess it is something else also?

The text "^¾(µÝ0ðÁ‹ŒZ8nê¦^}" contains the encoded message. You need to decode based on the encoding type.
For your messagee, nEncoding = 2 means AEESMS_ENC_ASCII. For this type of encoding, the Text is packed 7-bit characters. So you need to decode based on it.

You are right, the encoding is done with 7-bit. I was under impression that
#define AEE_ENC_UTF8 2
is the one defined for nEncoding = 2.
