In the Programming Model for Developers, it says 

"Implementation of service classes is discussed in the Programming Model for Manufacturers".

 

Where is that? If no such document exists is there an alternative document discussing the implementation of service classes?

 

If service classes are only discussed in Programming Model for Manufacturers, this implies service classes cannot be implemented by non manufacturers? Is this the case, if so why is that?

And we get the all too frequent "ACCESS DENIED" door slam trying to access it.

The Implementing a Service Class section is not in the developer version of the guide. I've forwarded this along to our tech pubs team to see if this can be added for you.
