ICallHistory Create Instance fails

Hello
I am trying to create an instance of ICallHistory. It is consistently failing , error returned is ENOMEMORY(2).
I am doing the ISHELL_CreateInstnace in the init time so there is no other memory allocation to cause the memory crunch.
I have "all" priviledge set in the MIF File.
Please clarify the possible cause of error.
I am using the Brew Simulator for testing.
