Process for building Operator Branded Applications??

I just want to know from a very broader perspective what are the challenges involved in building an Operator Branded Application.
The concept behind this is to keep UNIFORM, Operator specific UI inside the phone for all kind of applications.
I guess UIOne does have some feature for that or whether Brew porting kit can also play any role??
