how to make the scrollbar widget receive the touch event and scrolling?

I have a question,i want the scrollbar widget to receive the touch event,and scrolling,but i do not how to do? i know that the the scroll will receive the event
EVT_MDL_SCROLL_CHANGE to scroll ,but how i sent this evnt to the scroll widget,i must do these operation in the scrollbar widget .who can help me?
