Description
This method fills a JulianType date structure based upon the input second value. This value represents the number of seconds that have elapsed since January 6, 1980 00:00:00 UTC. If the input value is 0, GETTIMESECONDS() is used.

Comments
The upper limit for dwSecs is the difference between MAX for uint32 and the difference between phone reference time 1980/01/06 00:00:00 UTC and PC reference time 1970/01/01 00:00:00 UTC. Note that the output JulianType structure contains dates based on the Gregorian calendar, but follows the Julian calendar rules for leap year calculations. For true Gregorian calender date and time conversion use stdtime.
