This function will request that the root form activate itself, which in turn will cause the
form at the top of the root form's form stack to be activated. For example, a suspended
application might choose to activate its root form in response to an EVT_APP_RESUME event.
Calling IRootForm_Activate() will allow the topmost form to activate its controls and
widgets when the application has regained control of the device display. Activating the
root form sets a domino of activations to the topmost form, its root container, and each
of the child objects provided by the form.

Calling IRootForm_Activate() effectively sets the FID_ACTIVE property on the root form,
as the current activation state.
