This function will request that the root form deactivate itself, which in turn will cause
the form at the top of the root form's form stack to be deactivated. For example, when a
running application is suspended, the application might choose to deactivate its root form
in response to an EVT_APP_SUSPEND event. Calling IRootForm_Deactivate() will allow the
topmost form to deactivate its controls and widgets when the application has given up control
of the device display. Deactivating the root form sets a domino of deactivations to the
topmost form, it's root container, and each of the child objects provided by the form.

Calling IRootForm_Deactivate() effectively sets the FID_ACTIVE property on the root form,
as the current activation state.
