Test "disabled" brew 3 devices and MEID conversion

Breaking out some of my former questions from another thread that slided a bit off topic.
I checked the service menu of an LG VX8500, GetItNow settings->Test Enable, and it said "Off"...
1. Is there such a thing as a test disabled Brew 3 device?
2. Are there any special procedure involved in converting a decimal MEID to hex? Or can you just write them in in the calculator and press Hex?
