tModified of WebRespInfo returns -1

I checked that HTTP response header has the "Last-Modified: ...." field, but WebRespInfo returns -1 ("Unknown") for the tModified field.
Is there a bug related to this value?
Or did I miss any option setting to get the right value?
How can I get the modification date of the download file?
