Signal strength is 0 in Moto Razr

Hello,
Through ITELEPHONE_GetPhoneInfo() API signal strength and other values in structure are coming garbage in MotoRazr V3C.
In the same device ITELEPHONE_GetServingSystemInfo() API is returning ECLASSNOTSUPPORT.
Can anybody tell what might be the reason?
